Parse process creating multiple copies of tickets

There's been a report that the Coldfusion Scheduler was doing something to the parse process that was resulting in incoming messages generating multiple identical tickets. ( http://www.cerb4.com/forums/showthread.php?p=5699 ) Use of a different cron initiator solved the problem.
